MINUTE OF THE MEETING HELD ON 26TH JULY, 2017(WEDNESDAY) AT 11.00 AM AT THE CONFERENCE HALL OF SIKKIM COMMISSION FOR BACKWARD CLASSES, GOVERNMENT OF SIKKIM, LOWER SECRETARIAT, GANGTOK.




The meeting of the Commission with the leaders of 11 communities was held on 26th July, 2017 (Wednesday) at 11.00 AM at the Conference Hall of SCBC, Government of Sikkim, Lower Secretariat, Gangtok under the Chairmanship of Shri. T.N. Sharma, Chairman, SCBC.

At the outset, on behalf of the Commission Shri. H.K. Sharma, Secretary, SCBC extended very warm welcome to all the Hon’ble Members of SCBC, Commissioner-cum-Secretary(SJE&WD) and the leaders of 11 communities of Sikkim and requested everyone to introduce themselves serially to the House. Thereafter, Chairman, SCBC Shri. T.N. Sharma apprised the House that a National Level Core Committee of Other Backward Classes has been constituted and this Core Committee is conducting the meeting of National Level Conclave of OBC on 7th August, 2017 at New Delhi. The objectives of the meeting is to commomerate the Mandal Commission which has provided 27% reservations for the OBC candidates in the Central Government posts and services. But, the basic tragedy is to be mentioned here that only nearly 14% seats are filled-up by the OBC candidates. In this regard, House unanimously decided to encourage and motivate our young educated youths from Central OBC categories to grapple the opportunity. Further, he said that he has been invited to attend this Conclave at New Delhi on 7th August, 2017 and he has been prepared to attend the same.

Chairperson also highlighted the 123rd Amendment Bill to be placed in the present Monsoon Session of Parliament which would be providing more power to the National Commission for Backward Classes at par to the National Commission for Scheduled Tribes, Government of India. The said bill was already passed by the Lok Sabha and Rajya Sabha Committee has asked for State views, in this regard, our Commission Office has accepted the bill and sent our consent. Further, Shri. Sharma apprised the House that there will be Mega Rally Social Justice Meet at New Delhi in the last week of September, 2017 which would be graced by the Hon’ble Prime Minister of India as a Chief Guest. In this regard, Dr. S.K. Rai, President of Eleven Left-out Communities of Sikkim said that if necessary, 11 communities of Sikkim will take part in the rally by wearing their respective traditional dresses and if necessary Jhankis of some communities will be displayed. Meanwhile, Shri. D.K. Pradhan, President of All Sikkim Newar Association said that the 5 communities viz; Chettri, Bahun, Newar, Dewan and Majhi are not yet included in the Central List of OBCs, therefore, their participation in the mega rally will not be mandatory and necessary. However, all the community leaders and the House suggested that we all communities of Sikkim strongly advocate Sikkimese, therefore, we all communities should take part in the mega rally as Sikkimese communities.

In the meeting, Shri. R. Telang,IAS, Commissioner-cum-Secretary(SJE&WD)0cum-Member Secretary(SCBC) apprised the House that he has recently received two letters from Government of India, one letter regarding 4 months extension of tenure of the Committee headed by Ms. Vishu Maini, Dy. Director General, Ministry of Tribal Affairs, Government of India to submit its report to the Government of India to included 11 left-out communities in the Scheduled Tribe List. The other letter is received from the Office of the Registrar General of India which has not supported/agreed the reply prepared by the Expert Committee of Sikkim responding the queries made by the Registrar General of India to include 11 communities from Nepali/Gorkha communities in the Scheduled Tribe List of India.

MINUTE OF THE MEETING HELD ON 16TH OF JANUARY, 2018(TUESDAY) AT 11.00 A.M. IN THE OFFICIAL CHAMBER OF HON’BLE CHAIRMAN, SIKKIM COMMISSION FOR BACKWARD CLASSES, GOVERNMENT OF SIKKIM, OLD SECRETARIAT, GANGTOK.




At the outset, Secretary, SCBC welcomed all the Hon’ble Members and newly joined Secretary, SJE&WD Ms. Sarala Rai who also happens to be the Member Secretary of Sikkim Commission for Backward Classes and thereafter House congratulated the Hon’ble Member Shri. S.S. Bokhim who has been elected as Zilla Adhakshya(East) and Shri. B.B. Rai elected as Zilla Member(West) by offering khadas by Hon’ble Members, Member Secretary, Secretary, SCBC, Accounts Officer, SCBC & staff of the Commission. (Attendance sheet at Flag-‘A’).

In the meeting, Member Secretary Ms. Sarala Rai apprised the House about the reply of the Government on the letter of Shri. Sonam Wangdi, Former Chief Secretary-cum-Cabinet Secretary to the Government of Sikkim sent to Shri. Rajnath Singh, Hon’ble Union Minister for Home Affairs, Government of India and other various Central Government Agencies vide his Letter No. 44/55(a) dated 10th April, 2017 on the issues of Organic fraud, Plantation fraud, Sanitation fraud and the Nepalese in Sikkim constituting 11 communities are immigrants and question of ST status should not arise. She also apprised the House that the process of Open defecation Free State had been nearly started 20 years back and the Sikkim State begged the “Nirmal Rajya” puraskar by the Government of India on 2008. The assessment for Nirmal Rajya was thoroughly examined by the 3rd Party Committee appointed by the Government of India which was satisfied and recommended for Nirmal Rajya to the Government of India. Regarding inclusion of 11 left-out communities in the list of Scheduled Tribes, the Department of Social Justice, Empowerment & Welfare, Government of Sikkim continuously approaching the Ministry of Tribal Affairs, Government of India and the Office of the Registrar General of India. For the same, the reply on the comments and the queries of ORGI has already been sent to the Ministry of Tribal Affairs, Government of India with a copy to ORGI. She also apprised the House about the meeting held on 12th December, 2017 as a follow up of the visit of 11 indigenous communities of Sikkim with Central leaders at Delhi from 11th to 14th December, 2017. The meeting was Chaired by the Hon’ble Member of Parliament(Sikkim) Shri. P.D. Rai and attended by the Hon’ble Chairperson, SCBC and Hon’ble Upadhakshya of Zilla Panchayat, East Ms. Sharmila Chettri. In the said meeting Hon’ble M.P. Shri. P.D. Rai suggested to hold a two days Convention (Adhivashan) at Gangtok with eminent guest and scholars from across the India, Nepal and abroad. The outcome of the convention would definitely create zest to frame a concert proposal to debate in the Parliament for the inclusion of 11 hill Gorkhas/Nepali communities in the Tribal List of India. Member Secretary then ensured to provide budgetary support for Convention supposed to be held in the month of April, 2018 if concert proposal comes to the Department. She also apprised the House about the various schemes of the department like one time grant for marring a disable person, Old Age pension, Unmarried women pension, one time grant for widow remarriage, Pre-matric and Post-matric scholarships for Tribal students, Proud mother scheme etc. The Department of Social Justice, Empowerment & Welfare has been constructing four Old Age Homes in all the four districts of Sikkim, the proposal has been sent to the Government for construction of Observation rooms for Drug addiction. The Ministry of Tribal Affairs(MoTA), Government of India has sanctioned Rs. 31.00 crores for the construction of Tribal Bhawan in Sikkim for Research Centre-cum-Measuem and the Department of Social Justice, Empowerment & Welfare Department has proposed the land measuring 13 acres at Assamlingzey, East Sikkim.

In the meeting, Hon’ble Chairman, SCBC Shri. T.N. Sharma also welcomed all the Hon’ble Members for attending the meeting, specially to Shri. S.S. Bokhim and Shri. B.B. Rai who were elected as Zilla Adhakshya(East) and Zilla Member(West) respectively and holding the Constitutional posts. In the meeting, the book titled ENVISIONING THE FUTURE(25 years of successful leadership of Shri. Pawan Chamling) had been distributed to all the Hon’ble Members. In the meeting, the Hon’ble Chairman said that now-a-days some propagandist and his party has been spreading propaganda in Sikkim by distributing parchas. In this regard, he requested all the Hon’ble Members to kindly convey the message to all the public of respective villages not to go through such parchas and negate the rumour spread as the Government of Sikkim has been doing the best by giving the equal treatment and reservations to all the communities of Sikkim. The inclusiveness policy has been adopted by the Government by providing 20% reservation to Bhutia-Lepcha(BL), 13% to Scheduled Tribes (Limboo & Tamang), 07% to Scheduled Castes, 20% to OBC(Central List), 20% to OBC(State List), 5% to Primitive Tribe and the horizontal reservation are also provided for women, persons with disability, Ex-servicemen, sports person and Artisans of Excellence and Below Poverty line families vide Notification No. 19/GEN/DOP dated 27/06/2014. Further, he said that such people have been regularly vomiting anti social statement to create rift among Sikkimese communities in the Voice of Sikkim and to dilute these kinds of anti social statements, the members of 11 indigenous communities should call for a press conference to counter his unrealistic statement as per Government inclusive policy and notification. He also apprised the House that the inclusion of Bahun, Chettri and Newar in the Central List of OBC had already been rejected by the Sikkim Commission for Backward Classes(SCBC) earlier in the year 1998 under the Chairmanship of Justice Shri. M.L. Shrimal and rejected by the NCBC on 2008 but due to hardworking and repeated approach of the State Government, NCBC and Government of India, the National Commission for Backward Classes, New Delhi had conducted the Public Hearing on 9th June, 2015 at Chintan Bhawan, Gangtok for the inclusion of Bahun, Chettri, Newar and Dewan in the Central List of OBC.

Last but not the least, Shri. S.S. Bokhim, Hon’ble Member, SCBC thanked the Hon’ble Chairman, Hon’ble Members, Member Secretary, Secretary, SCBC and entire staff of the Commission for extending him a warm welcome and greeting of congratulations and best wishes for being elected as Zilla Adhakshya(East) and holding the Constitutional post. He assured the House that he will do his best for the upliftment of poor public of his east district in near future.

At the end, no other matter for discussion, the meeting ended with the vote of thanks extended by Shri. Kamal Dahal, Accounts Officer, SCBC thereafter, the House proceeded for lunch at Central Hotel, Gangtok.
